Army aviation units need a portable, lightweight, low pressure, cleaning, decontamination, and deicing system for Army rotocraft aircraft. This system shall provide for dispensing a mixture of cleaners/solvent, deicers and water through a nozzle and wand assembly at the temperature (120-150 F) and pressure (300psi, 3.5-5.0gpm) appropriate for the task. The ACDS will give organizations a capability to clean external dirt and grease from aircraft and their components. Additionally, the ACDS will be capable of flushing/cleaning turbine engines. Also, the ACDS will provide the capability to catch, collect, and recover fluid runoff. The containment system, to catch fluid runoff, will include an air/liquid filled collapsible dam and allow for the ground handling of aircraft onto and off of the containment equipment. The ACDS must have the capability to recover and process the effluent to comply with all U.S. Environmental Protection Agency (EPA) and foreign environmental standards. The ACDS will be a stand alone piece of equipment that runs on JP-8 or diesel fuel and have a self-contained power source that will include electrical and compressed air outputs. The ACDS will have a wheeled chassis, weigh not more than 4200 lbs, overall dimensions not to exceed 72" H x 84" W x 84" L (exclusive of tongue length which shall not exceed 48"), and be capable of unrestricted highway, rail, and marine transport worldwide. The basic contract will provide for the delivery of one ACDS unit. It is anticipated that the solicitation and resulting contract will include an option for the assembly of 3 additional ACDS units. In accordance with FAR Part 17.2, Options, exercise of this option will be contingent upon successful manufacture and demonstration of the initial ACDS unit. A total of four units will be delivered. The proposed acquisition will be awarded using the procedures of FAR Part 12, Acquisition of Commercial Items. Offerors proposals will be evaluated on technical, past performance, and price. The anticipated Period ofPerformance for this contract is 9 months. Additionally, during Government testing, the Contractor will provide on-call technical support for a period of 12 months. The estimated amount of this contract is $220,000. The anticipated award date for this contract is 31 March 1998.
