Carr, Contract Specialist, (202) 324-1474 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-02. This solicitation is being issued as a Request for Quotation (RFQ) 7157. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. The Standard Industrial Classification is 3669, and the Business Size Standard is 750 employees. The Government intends to issue an Firm Fixed price order on a sole source basis to Xybion Electronics Systems, 8380 Miralani Drive, San Diego, CA 92126. The requirement consists of the following specifications: 2/3" Interline Transfer CCD sensor containing at least 756(H) x 484(V) active pixels, <10 nanosecond exposure capability, Sensitivity not less than 10-7 fc (photopic source), 18mm Ultra Gen III MCP Intensifier with > 641p/mm typical resolution, 450 horizontal lines of resolution, Auto-Iris Control, 12vdc operating voltage, physical dimensions no greater than 6"H x 5"W x 12"L, WindowsTM compatible software control with graphic interface, RS-232 port for remote control of the following: Auto/Manual exposure control, black level, white clip, video gain, gamma, integration, AGC, contrast enhancement, programmable parameter sets and camera settings to be encoded into non active video lines or with on-screen display. The proposed quote is for supplies or services for which the Government intends to issue an order to only one source. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. However, all quotes received within (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Xybion Electronics is the sole supplier of Video Camera, Model #IDG-750 along with a Power Supply and cable -- Warranty Period one year after acceptance -- FOB-Destination -- Quantico, VA -- All quotes shall be mailed to the address listed in the CBD, no later than 4:00p.m., EST, February 13, 1998, and be clearly marked with RFQ #7157. Also, all potential offerors are hereby notified that due to security requirements, Federal Express, D.H.L., UPS, ETC, deliveries for the FBI Headquarters facility are now received at an off-site location. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR clause 52.212-4 Contract Terms and Conditions -- Commercial Items (May 1997). All responsible sources may submit a quotation which, if timely received shall be considered by the agency. The Government will issue an order to the responsible offeror whose quote conforming to this solicitation will be most advantageous to the Government price and other factors considered. Offerors will be evaluated in accordance with FAR provision 52.212-2 Evaluation -- Commercial Items (October 1997).
