The Marine Corps Systems Command has a requirement to procure a
quantity of sixty-four (64) with an option of up to an additional
thirty-eight (38) .50 Caliber Inbore Training Devices for the 120mm
M1A1 Main Battle Tank. This procurement is 100% Set-Aside for Small
Business and the Standard Classification Code (SIC) is 3489. Proposals
are solicited from qualified companies for Commercial Off-the-Shelf
training devices. This training device will be used for main gun firing
practice; therefore, the device shall be simple, rugged, and easily
maintained. The major characteristics of the system shall include, but
are not limited to; (1) use of standard .50 caliber ammunition types;
(2) installation in less than 15 minutes; (3) accuracy shall be equal
to the 120mm main gun at 2000 meters; (4) meet a 2000 meter engagement
range capability and a surface danger area less than 6700 meters; (5)
shall be used with a fully operational fire control system and
interface into the tanks firing circuit without interfering with any
electrical system/component of the tank; (6) all crew members have same
position and tasking as during normal gunnery training; (7) main gun
reload time remains the same; (8) easily supportable, all components
interchangeable, no crew adjustments needed; (9) the barrel shall have
a heat shroud/handle for safe handling; (10) safety certified as
integrated on a M1A1 Tank and tested by a government approved test
facility; (11) have a detachable firing solenoid for ease of
maintenance, care, and cleaning; (12) all main gun safeties are
operational; (13) each barrel, receiver, and solenoid shall be marked
with corresponding serial numbers; and, (14) no special tools will be
required, all tools to maintain and repair will be in current fielded
tool set chest kits of the Tank Battalion. In addition, this
procurement will include the following: (1) 64 each Technical/Repair
Manuals, option up to 38 each; (2) 128 each light weight and rugged
ammunition stowage containers which shall fit into the 120mm ammunition
storage racks of the M1A1 Main Battle Tank, option up to 76 each; and,
(3) 4 each spare parts/support package which shall consist of
miscellaneous parts to repair the training device, option TBD.
Logistical support and a standard commercial warranty for the training
device are desired. Requests for the solicitation shall be made in
