The Naval Undersea Warfare Center Division Newport intends to award a Firm Fixed Price Contract on a Sole Source basis to Planning Systems Incorporated, 7023 Jones Branch Drive, Mclean, VA 22102 for specialized signal processing of sea test data. Delivery of data will be FOB, Newport, RI. The Government plans to issue a request for written quote to Planning Systems Incorporated, using Simplified Acquisition Procedures (SAP). The anticipated award date is 10 February 1998. This action is being processed on a Sole Source basis due the fact Planning System Incorporated was previously involved with and performed highly specialized matched field processing for NUWCDIVNPTon Joint Acoustic Signature Measurement (JASM) data acquired in a sea test in Narragansett Bay. While these tests were being conducted, PSI was involved in the data acquisition and signal processing software development for this test, and is the only company that has unique knowledge of the signal processing software suite operation. No other company has used the software program and the time needed to train another source in its use would adversely affect program milestones. Any company that believes it has the capability to meet the Government's minimum requirements is invited to submit technical/cost literature for Government evaluation.
