NASA Langley Research Center plans to issue a Request for Proposal (RFP) to Boeing Commercial Airplane Group (Boeing) for the High Speed Research, Phase IIA procurement. The Government intends to augment the existing High Speed Research contract, NAS1-20220, which currently encompasses the Phase II airframe technology requirements. NASA LaRC intends to procure the High Speed Research augmentation from Boeing under statutory authority, 10 U.S.C. 2304 (c)(1). Boeing is uniquely qualified and the only source capable of conducting the Phase IIA requirements. The results of the market research support the Government's conclusion that Boeing is the only capable source for the above cited venture. For additional information on Phase IIA of the High Speed Research program, please see the sources sought synopsis notice published on 10/14/97. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An RFP will be released on or about 30 days after publication of this synopsis in the CBD. Firm date for receipt of proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by the Agency.
