Radar Technology Insertion Program (RTIP). This requirement is for a
Pre Planned Product Improvement (P3I) effort where the contractor will
be required to design, develop, install, test, and integrate advanced
radar systems in the Joint STARS system. An option for a cooperative
development of common radar technology with the United Kingdom,
including risk reduction prototyping, ground and flight testing is
possible. System integration and production of this technology for a
platform other than Joint STARS is not within the scope of this
synopsis. Interested firms should respond by indicating their
capabilities to meet the following screening criteria: (a) possess or
have the ability to obtain both US and UK Secret level security
clearances, (b) possess the knowledge and experience necessary to
develop an advanced technology, state-of-the-art airborne ground
surveillance radar, (c) possess system level and subsystem level
knowledge of the Joint STARS primemission equipment and software
architecture, (d) have demonstrated experience in aircraft modification
design and installation of large scale airborne radar and avionics
equipment, (e) have demonstrated experience in developing and testing
physical and functional interfaces with advanced computational and
operator workstation equipment including various types of associated
data busses, (f) have demonstrated experience in large scale software
development, (g) have demonstrated experience in system integration and
system testing, (h) have demonstrated experience in developing
equipment, software, interface and military maintenance/training
equipment and associated documentation, and (i) possess knowledge of
and experience with implementing human machine interfaces, symbology,
and databases into the Joint STARS baseline. Firms should indicate
whether they are a large or small business and whether they qualify as
socially or economically disadvantaged. This synopsis is for
information and planning purposes only and does not constitute an RFP
nor does its issuance restrict the Government as to the ultimate
acquisition approach. The Government will solicit those firms meeting
the screening criteria in this synopsis. Interested firms should submit
a capabilities package to ESC/JSK, Attn: Capt Stephen Walsh, 75
Vandenberg Drive, Hanscom AFB, MA 01731-2119 within 21 days of this
publication. The ESC Ombudsman is Col Lee Hughes, ESC/CX, (617)
377-5106. The Ombudsman should be contacted only with issues or
problems that have been brought previously to the attention of the
program manager and/or contracting officer and could not be resolved
satisfactorily at that level. Any offeror initially judged to be
unqualified will be provided a copy of the solicitation upon request.
Any offer submitted by such a firm will be evaluated without prejudice.
Should no other contractor be deemed capable, it is the Government's
intent to award this acquisition, on a sole source basis, to Northrop
Grumman Corporation, Electronics and SystemsIntegration Division,
Surveillance and Battle Management Systems -- Melbourne, P.O. Box 9650,
2000 W. NASA Boulevard, Building 222, Melbourne, FL, 32902-9650. The
Government anticipates the release of an RFP for this requirement in
Feb 1998. Anticipated contract start date is 1st Qtr FY99. See Numbered
