This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 98C810020, is for the following proprietary software and services, available on a sole source basis from Ivation Datasystems, Inc., 365 Carling Avenue, Ottawa, Ontario, Canada K1S2E1: (1) Beyond 20/20 Builder Kits (includes Beyond 20/20 Builder, Browser and Distributor with full sets of documentation), quantity 4 each. (2) 12 month software maintenance from date of registration for each Kit, which includes limited software support inquiries, free upgrades for all version changes and access to all patches, bug fixes, etc., quantity 4 each. (3) Unlimited Internet distribution (Government is licensed to produce an unlimited number of NCHS information products and distribute these products to an unlimited number of users and Internet servers), quantity 1 year. (4) CD-Rom publishing and distribution rights for 10,000 CDs, quantity 1 year. (5) Diskette publishing and distribution rights for 10,000 diskettes, quantity 1 year. (6) 3 days formal on-site training for up to 12 students, which shall include all course materials and be presented in a manner in which the trainer will make time during the 2nd and 3rd day to provide hands-on technical consultation to individuals building data products. Training dates shall be mutually agreed upon between the Government and the Contractor. (7) Rights to use the Beyond 20/20 logo and trade dress, quantity 1 year. All deliveries shall be made to the National Center for Health Statistics (NCHS), Presidential Building, Rm. 1018, 6525 Belcrest Rd, Hyattsville, MD 20782. Award is required no later than 02/08/98 in order to meeting training and production deadlines. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 97-02. The Standard Industrial Classification code is 7379 with a small business size standard of $18.0M. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUN 1997), and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 1997), applies to this acquisition. The Offeror shall submit a fully executed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (JAN 1997) with their offer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
