Systems Center (SPAWARSYSCEN), formerly Naval Command Control and Ocean
Surveillance Center (NCCOSC) RDTE Division (NRaD) intends to solicit
and award an indefinite delivery, indefinite quantity type contract for
software engineering service, system engineering and technical and
management support of Navy Information Systems Security (INFOSEC)
systems. Services will support independent verification and validation,
system engineering and analysis, certification development and
execution, security accreditation, software support agency functions
for fielded systems, product development support and life cycle
support. Performance will require proficiency in software languages
such as ADA, C, Assembly, and FORTRAN as well as various database
packages. Current programs assigned include: AN/USC-43 Advanced
Narrowband Digital Voice Terminal (ANDVT), Navy Key Distribution System
(NKDS), Automated Navy COMSEC Reporting System (ANCRS), Warehouse
Equipment Tracking System (WETS), COMSEC Automated Reporting System
(CARS), Network Security Systems (NSS), Trusted Systems SSA, Embeddable
INFOSEC Product (EIP), Electronic Key Management System (EKMS) Tier 2,
the Common Tier 3 User Application Software (UAS), Secure Telephone
Equipment (STE), and the Revised Battlefield Electronic Communication
Electronic Operating Instructions (CEOI) System (RBECS). The proposed
cost plus fixed fee contract will require personnel such as INFOSEC
engineers, computer scientists, systems analysts, programmers, hardware
engineers, librarians, and engineering technicians. The primary place
of performance will be at SPAWARSYSCEN San Diego, CA. Secret clearance
and safeguard requirements apply. The proposed contract will contain
a one year Base period of performance with four one year options. The
estimated level of effort for each year is 103,680 hours. The
Government contemplates oral presentations as one of the evaluation
