potential sources for hydrogeologic services at the Wellington-Oro Mine
near Breckenridge, Colorado, to investigate the feasibility of
implementing groundwater source remediation or other strategies to
reduce/control acid mine drainage (AMD) from the partially flooded
mine. The proposed work consists of characterizing the mine and streams
near the mine to define potential discrete inflow and outflow sources
or zones to the mine workings, identifying structures or features
within the mined ore body which may act as major metals sources, and
evaluating the impacts of AMD on nearby groundwater and surface water.
The Bureau of Reclamation anticipates issuing a blanket purchase
agreement (BPA) using simplified acquisition procedures and issuing
task orders as specific elements of work are defined. The total
estimated value of all task orders issued is estimated at $25,000 to
$150,000 annually. Individual task orders will not exceed the
simplified acquisition threshold, ($100,000). The period of performance
for the BPA will be approximately four years. The focus of the studies
will be surface and subsurface source remediation techniques for
controlling groundwater inflows around or through the mine workings,
isolation or pretreatment of metals-producing areas identified within
the mine workings, and/or refinement of water treatment alternatives.
The hydrogeologic services which may be required in task orders
include, but are not limited to the following: water quality/quantity
sampling including temperature, pH, specific conductivity, in situ flow
at various levels of wells or shafts; groundwater studies including one
or more pump tests; analysis of data developed under the proposed
contract and other existing contracts and incorporation of the data
into the existing site characterization. Potential sources must
demonstrate previous experience in study and characterization of AMD
sites, AMD treatment methodologies; have experience in and/or a
comprehensive knowledgeable of work/characterization previously
accomplished at Wellington-Oro Mine; and have the expertise and
knowledge to select and implement methods to identify potential
freshwater inflows into the Wellington-Oro mine workings, select and
implement methods to identify AMD outflows from the mine workings into
French Creek, and identify the geology structure and potential
mineralization areas of the workings which may be major contributors to
AMD; and experience and capability to evaluate downstream impacts from
AMD which may be originating from the Wellington-Oro mine. Interested
sources that possess the above experience, knowledge, and capabilities
are encouraged to submit substantiation to the Bureau of Reclamation,
in writing, either by mail, fax, or transmittal to the e-mail address
listed below no later than 20 days after date of publication of this
notice. Responses must be in sufficient detail to demonstrate the
respondent's ability to meet the requirements stated above, and should
include the firm's name, address, phone and fax numbers, and the
firm's DUNS and TIN. This is a Potential Sources Sought Notice only,
and not a Request for Quotation or an announcement of a solicitation.
The Government will not pay for any materials furnished in response to
