The Department's Energy Information Administration (EIA) has an urgent and compelling requirement for continuity of energy analysis and forecasting support services currently provided under contract DE-AC01-92EI21946{Decision Analysis Corporation (DAC) of Vienna Virginia} for the next 120 days. The current contract expires on January 31, 1998. Two awardees have been selected through the OMNIBUS multiple award competitive solicitation to provide the support services in the aforementioned contract upon its expiration; however, until the resolution of protests associated with awards resulting from the resolution of protests associated with awards resulting from the OMNIBUS solicitation is complete, the Department intends to award a 120 day "bridge" contract to DAC for continuity of support. A break in service would severely injure the EIA. The government intends to solicit and award on a sole source basis pursuant to the authority in FAR 6.302-2 unusual and compelling urgency. Even though FAR 5.202(2) exempts the requirements of a synopsis for a sole source solicitation issued on an urgent and compelling basis, it is the Department's intent to inform the business community that all sources who have the inhouse knowledge and hands-on experience to provide a continuity in service were considered, and a 120 day bridge contract will be placed with DAC until the resolution of the protests is complete.
