a Request for Quotation (RFQ) for a written report/publication
documenting the results of the processing and analysis of the Advanced
Very High Resolution Radiometer (AVHRR) data. The AVHRR data is to be
used to investigate cloud-aerosol interaction and the aerosol
"indirect" effect on a global basis. The candidate will use the
pathfinder project software to access and process the pathfinder
project database to find cloud brightness, cloud microphysical
parameters and adjoining aerosol optical thickness, and precipitable
water vapor at some specified grid size for the entire global data set.
Analysis of the results visually and statistically is required in order
to determine the magnitude of the indirect effect and the sensitivity
of the effect to various parameters such as cloud type, location,
precipitable water vapor, etc. A report or preferrably a paper for
publication summarizing the results is to be prepared. Meetings with
the Principal Investigator to discuss progress are required. The period
of performance will be six(6) months. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from George Mason University, CEOSR/CSI,
MS 5C3, Room 301, Science and Technology, Fairfax, Virginia 22030-4444.
The proposed project is highly specialized. It requires a candidate who
has the background in remote sensing of aerosols and clouds. The
candidate should understand the scientific principles behind the
aerosol indirect effect on climate. Computer skills in programming and
working with data sets is needed. George Mason University has talented
young scientists who have been awarded a NASA Global Change Fellowship
and have completed a study of the aerosol indirect effect over the
eastern third of the United States. This work involved calculations of
cloud and aerosol properties, and organization of large AVHRR data
sets; all necessary for this project. George Mason is highly
experienced, possessing skills and qualities that make them most
capable to complete the work. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer in writing which
shall be considered by the agency. An Ombudsman has been appointed. See
