R -- TRANSLATION AND INTERPRETING SERVICES SOL 8-4133 and 8-4134 DUE 020198 POC Sandra Souders, Lawrence Frazier (301)713-0854 R -- The U.S. Dept. of Commerce/International Trade Administration's SABIT program is managing a specialized program to train managers, scientists, engineers and consultants from the Russian Far East. The Training Program will consist of three (3) six- week Training Sessions with approximately fifteen to twenty Interns each. The Dept. of Commerce will provide the one week of orientation and training for each of the three Training Sessions. Host Firms will provide the remaining five-week portion of the Training Sessions for each group, with SABIT overseeing all training and program development. The specialized programs are: Mining: February 23 -- April 4, 1998; Renewable Energy: Mid-May -- June, 1998; Industry to be determined: End of August -- October, 1998 (all dates are tentative). The International Trade Administration's Sabit program has a requirement for two (2) simultaneous Interpreters/Facilitators (Russian-English; English-Russian) for the Training Programs. There will be two (2) Interpreters/Facilitators assigned to each program. SABIT anticipates that the Training Programs will begin tentatively in February 1998 and end in October 1998. The Interpreters/Facilitators will travel with each of the groups throughout the three (3) six week Training Sessions. Applicants must meet the following Qualification Requirements: 1) Skills comparable to a State Department seminar-level simultaneous interpreter from English to Russian and Russian to English. (Note: skills will be assessed). 2) Knowledge of history, government, demographics, and politics of the Russian Far East; 3) Ability to perform liaison functions among various organizations involved in the SABIT Russian Far East Program; 4) Strong organizational skills, in particular ability to organize, plan and coordinate logistics involved in supervising a group of fifteen to twenty interns, including arranging ground transportation, lodging, and domestic air travel if necessary; 5) Strong administrative skills; 6) Strong intercultural communication skills; 7) Strong public speaking ability; 8) Assertive personality with the ability to handle challenging situations; 9) Willingness to act as Facilitator in addition to Interpreter. Applicants must meet the above referenced requirements and will be further evaluated on the following Ranking Factors: Experience as a simultaneous, seminar-level interpreter in English and Russian; Ability to communicate effectively and professionally in Russian and English; Experience and vocabulary in the following fields: Mining Technology, Renewable Energy (wind & solar etc.), and Infrastructure; Experience working as a facilitator; Ability to understand and recognize the needs of the host company and the group. The ability to facilitate communications between the two; Knowledge of Russian Far East Region; Previous work experience with delegations of this size; Diplomatic, yet assertive manner; Ability to translate written material to English, English to Russian; Willingness to work on weekends and evenings; Resident of DC metropolitan area.
