award a sole source purchase order to Science Applications
International Company (SAIC), pursuant to 41 U.S.C. 253(c) (1) -- Only
one responsible source and no other supplies or services will satisfy
agency requirements. This procurement is for the purchase of time and
materials in support of the 9th National Aerometric Information
Retrieval System (AIRS) Conference to be held 27 April -- May 1, 1998
at the Holiday Inn Golden Gateway in San Francisco, California. The
contractor is required to provide on-going technical computer support
to participants for presentations on-site at the conference, to provide
technical support during the entire conference, to review and provide
comments to the Conference Manager on the technical content and
accuracy of the presentation materials. The contractor shall synopsize
resulting conference technical information in the following subject
areas: Reengineering of the AIRS Facility Subsystem, Modernization of
the AIRS Air Quality Subsystem and Implementation of improvements to
the Batch Training for the AIRS Facility Subsystem. SAIC has been the
sole provider of such services for the past five AIRS conferences for
the EPA and has come to understand the requirements of the AIRS
community. The contractor employs the staff in all areas of support and
development, including art design, equipment rental and meeting room
setup and negotiation. This combination of previous experience,
expertise and development is unique to EPA's needs. All responsible
sources may respond by submitting a written narrative statement of
capability within 15 days of this notice to William Newby at the above
address for consideration by the agency. Response must include
detailed technical information and other technical literature
demonstrating the ability to meet these requirements. Responses shall
also include itemized pricing that is sufficient to make a
determination that competition is feasible. If no affirmative responses
are received within 15 days of this notice to determine whether a
qualified source is more advantageous to the Government an order will
