OWBO-98-011 to invite applications from private, non-profit organizations to develop Women's Business Development Centers under the Small Business Act, Section 29, 15 USC Section 656, as amended by Pub. L. 105-135, 111 Stat. 2592. The program announcement will be mailed in early February 1998. Applications/proposals will be due at the SBA Office specified in the program announcement by approximately -- - March 20, 1998. Successful applicants will be expected to provide long term training and counseling for the benefit of women who want to start or expand businesses. Service and assistance areas must include financial, management, marketing and government procurement/ certification assistance. However, each applicant must submit a five-year plan that describes proposed fund-raisingtraining and technical assistance activities. If funding becomes available, a center may receive financial assistance for a maximum of five years. Successful applicants must match SBA funding with one non-Federal dollar for each two Federal dollars in years 1 and 2; one non-Federal dollar for each Federal dollar in years 3 and 4; and 2 non-Federal dollars for each Federal dollar in year 5. Up to one-half of the non-Federal matching assistance may be in the form of in-kind contributions. Special consideration will be given to non-profit organizations in states that have not been funded through the SBA's Office of Women's Business Ownership as Women's Business Centers. These states include: Arkansas, Connecticut, Delaware, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Nebraska, North Carolina, Rhode Island, Vermont, Virginia, Washington, and Wyoming. Also included are Guam and the U.S. Virgin Islands. (0022)
