States Army Field Artillery Center and Fort Sill, Oklahoma, is seeking
an Expression of Interest (EOI) from contractors who may wish to
compete for award of the privatization of the Waste Water Treatment
Plant (WWTP) and collection system as well as the potable water
distribution system at Fort Sill. Privatizing is defined as the
transfer of ownership and responsibility for operation, maintenance,
repair, upgrade, and plant replacement to the non- federal sector. The
existing capacity of the present WWTP is 4.3 million gallons per day
with a 12 million gallons per day maximum, two hour peak treatment
capability. Ammonia removal capability is provided by the addition of
extended nitrification aeration system utilizing centrifugal blowers,
diffused air, and secondary clarifiers process. Enhanced sludge
handling capabilities are available thru the addition of a total mix
primary digester, three hydraulic belt presses and two gravity belt
thickeners with a polymer mixing/feed systems. Processes include
physical, biological, and chemical treatment and removal. In addition
the plant equipment and structures include: one primary
clariflocculator, two barscreens, one grit classifier/separator with
basin, one grease removal parameter, one flow storage equalization
basin, four nitrification aeration basins, four secondary clarifiers,
one secondary sludge pump station with six return/waste activated
sludge pumps, two self contained hydrated lime feeding silos with flow
paced feeders for alkalinity control, one dry alum feeding silo with
flow paced feeders for solids control thru coagulation and
flocculation, one powdered soda ash feeding silo with flow paced
feeders for pH control, one chemical feeding structure for increased
storage/feed capability, one adjunct final clariflocculator, one
additional final filter including pneumatic controls and valves for a
total five filter operation. The WWTP is also responsible for the water
quality compliance at four swimming pools; one recreational area lift
station,total retention sewer lagoon and package water plant; and a
total retention lagoon at the training area, Camp Eagle. The Fort Sill
WWTP operates under the guidelines of an NPDES permit. The permit is
administered by the Oklahoma Department of Environmental Quality. Fort
Sill will continue to maintain the NPDES Permit and be totally liable
for compliance with all the permit conditions and requirements. All
prospective contractors will be required to operate and maintain the
plant in accordance with the permit. This might include the requirement
that a contractor operate an Industrial Pretreatment Monitoring
Program. Fort Sill's potable water supply is provided by the City of
Lawton from Lake Lawtonka Water Shed with pumping capabilities
(transferring) from Lakes Ellsworth and Waurika Water Sheds. Fort Sill
presently owns and maintains five water towers consisting of : one wet
stem low level zone with 500,000 gallons capacity, one wet stem low
level zone with 750,000 gallon capacity; one wet stem low level zone
with 500,000 gallon capacity, one dry stem low level zone with
1,000,000 gallon capacity, and one wet stem high level zone with
500,000 gallon capacity. Fort Sill has ten lift stations. Letra Beach
recreational area's potable water is currently being hauled. Once Letra
is allowed to refill, the package potable water treatment plant will
provide up to 35 gallons per minute by demand. Camp Eagle has a potable
water pumping well and a 5000 gallon capacity pressure tank. EOIs
