The USEPA intends to negotiate on a sole source basis with Kratos Analytical, Inc., for the acquisition of a Performance Upgrade to be used on a KOMPACT MALDI III Linear Reflectron Laser Desorption Time of Flight Mass Spectrometer System. This upgrade shall be configured with a flight tube providing resolution of 4000 in linear mode, 500MHz digitizer, PSD (post source decay) operation including parent ion selector, time lag focusing or brand name equivalent, and Windows-based PC data system. The upgrade is necessary to meet performance specifications of enhanced resolution and PSD capabilities. This action is being pursued on a sole source basis because Kratos Analytical, Inc., is currently the only known source of unique, commercially available electronics and related hardware and software designed and engineered to be compatible directly with the MALDI-III instrument. Any firm which feels it is capable of meeting these requirements may submit technical documentation to establish its ability to furnish the Performance Upgrade which is fully compatible with the KOMPACT MALDI III Linear Reflectron Laser Desorption Time of Flight Mass Spectrometer System. Only those firms which submit such technical documentation will be considered. Written documentation must be provided on or before February 6, 1998 and may be mailed to 26 W. Martin Luther King Drive, Cincinnati, OH 45268. Failing receipt of the requested technical proof, USEPA will proceed to negotiate with Kratos Analytical, Inc. for the cited performance upgrade.
