Instrumentation Command (STRICOM) has an operational requirement to
procure a one-time upgrade to the Eighth U.S. Army's (EUSA's) existing
flight simulation training devices in Korea. This includes the AH-64A
Apache Combat Mission Simulator (CMS), the UH-60A/L Black Hawk Flight
Simulator (FS), the CH-47D Chinook Flight Simulator and associated
hardware and support. EUSA has an urgent operational requirement to
provide each of its aircraft training simulators now equipped with the
Army TACtical Digital Image Generator (ATACDIG) the capability to
display imagery from a common, geographically specific (geo-specific)
visual database of Korea. The subject devices will have the existing
ATACDIG visual systems replaced with state-of-the-art visual image
generation systems capable of presenting geo-specific, out-the-window
and sensor imagery. The integration of the tactical simulation and
visual capabilities must be completed without degradation to the
existing capabilities of the three devices. Additionally, associated
host simulation computers will be upgraded (where applicable) with
state-of-the-art computer systems. This effort is to be procured from
the development contractor, Raytheon Training, Inc. (formally Hughes
Training Inc., formally CAE-Link, Inc.), 13775 McLearen Road, Herndon,
VA 22071. The required period of performance is June 1998 through
September 1999. The Government does not have the descriptive design
documentation to convey the engineering performance characteristics or
physical configuration of the integrated ATACDIG system. No technical
data/drawings are available. Authority and Justification is Federal
Acquisition Regulation (FAR) 6.302-1, only one responsible source. As
the designer, developer, and manufacturer of the ATACDIG system,
Raytheon Training, Inc. is the only source that possesses the necessary
technical databases, current design knowledge, and expertise to
accomplish the upgrade within the requisite time period. Respondents to
this notice should submit, within 15 days after publication in the CBD,
a statement of capability to determine their responsibility. This is
