original synopsis 9-BE13-09-8-09P. NASA/JSC plans to issue a Request
for Offer (RFO) for a biological water processor (BWP) subsystem. This
BWP subsystem shall be deliverable to the Crew and Thermal Systems
Division, Johnson Space Center. This subsystem shall utilize
microorganisms to accomplish degradation of organic material,
nitrification, and denitrification. The subsystem shall be sized to
treat the wastewater produced by a two-person crew using International
Space Station water allotments. The reactor chamber shall be designed
to be compatible with operation in microgravity. NASA/JSC intends to
purchase the items from Allied Signal Aerospace. A biological water
processor is currently under consideration for use onboard the
International Space Station in Node 3. The schedule to support this
development effort requires testing to begin in February 1998. This
date allows adequate data collection to make a decision on the
suitability of this technology for use onboard Station by January 1999.
Allied Signal Aerospace is the only company that has made a significant
effort towards developing a biological water processor for microgravity
operation. This effort is reflected in initial test data that shows
this system is capable of meeting requirements for a biological water
processor for long duration space flight. The limited availability of
microgravity hardware as well as the critical schedule milestones make
the procurement of a biological water processor developed by Allied
Signal Aerospace in the best interest of the Government in order to
meet the objectives of the Advanced Life Support Program and the
International Space Station. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. See Note 22. An
Ombudsman has been appointed. See Internet Note "B". Interested firms
have 15 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. All qualified responsible sources may submit an offer
