Information Management Services in accordance with the following
information: On February 28, 1997 it was announced, under the direction
of HQ/AFMC that the 66th Air Base Wing, Information Management Services
was to be the subject of an A-76 Cost Comparison/Direct Conversion
Study. The Federal policy for the performance of recurring commercial
activities was established in the 1983 Office of Management and Budget
(OMB) Circular No. A-76, "Performance of Commercial Activities". The
intent of the program is to determine the most efficient and effective
method of providing service. The study will determine whether
commercial activities should be performed under contract with
commercial sources, or in-house, using Government facilities and
personnel. Based on this program, sources are sought for Hanscom's
Information Management Services for the Electronic Systems Center, 66th
Air Base Wing, and various units assigned to Hanscom Air Force Base,
MA. Any resultant solicitation may include the following, subject to
change depending on varying mission requirements. Functions performed
include: 1) records management; 2) publications and forms management;
3) managing the Base Information Transfer Center (BITC), which
includes: receiving/picking up, processing, distributing, and
dispatching official mail and parcels; Postal Service Center (PSC); and
base locator; 4) maintaining information products such as documents and
organization's Web Site; 5) providing proficiency development of
administrative resources; 6) managing the Base Central Destruction
Facility (BCDF), which provides for the destruction of documents; and
7) providing training for all requirements stated above. (NOTE: The
requirement for performing the function of copier management program as
announced in the Commerce Business Daily on 17NOV97 and 24DEC97 is
rescinded in its entirety.) These functions are integrated to provide
complete information management support to Hanscom's customers while
focusing on quality filled practices. The duration of this contract,
with all options, is anticipated to be five years. The government does
not intend to award a contract on the basis of this notification or
otherwise pay for any information or inquiry. This synopsis does not
constitute a request for proposal, and is not considered to be a
commitment by the government. Respondents capable of satisfying the
requirements stated herein should reply in writing within 30 days of
this publication to Lt Trevor Haak, ESC/PKOB, 104 Barksdale St.,
Hanscom AFB, MA 01731-1806, with a narrative identifying the scope of
past and current services that they have contracted for within the past
three (3) years and explain how those services are commensurate with
the services described in this synopsis. SIC Code 8744, Facilities
Support Management Services, $20.0M, will be used for this acquisition.
