a market survey for planning purposes, to obtain information in
support of a potential procurement for technical assistance for
historically black colleges and universities and minority institutions
(HBCU/MI). A meeting is scheduled for 13 February 1998, 9:00 a.m. at
Bolling Air Force Base, Washington D.C. for any interested private
sector concerns to exchange information with Government representatives
regarding industry capabilities, contract type, proposed work
statements, acquisition approaches, delivery, price and other market
information. Tentatively, the objectives of this potential procurement
are as follows: 1. Design, develop, implement, and maintain a
multi-media, interactive electronic mall, for marketing the Air Force
requirements to HBCU/MIs. 2. Provide assistance (i.e., infrastructure,
contract/grant preparation, marketing, and business practices) to
HBCU/MIs on the use of the electronic mall and responding to an Air
Force request for proposals and grants. 3. Design, develop, and publish
an electronic newsletter that will address "lessons learned," "why
proposals fail," "contracts and/or grants that succeed or fail, and the
reason why," and other topics of this nature as they relate to
HBCU/MIs. 4. Catalog assistance services by type, i.e., advice or
counseling and obtaining equipment. Interested sources may submit
information on their capabilities to provide technical support to the
Air Force for fulfilling the above mentioned objectives. Descriptive
literature demonstrating capabilities shall be provided at no cost to
the government. Please be prepared to leave a paper copy of the
briefing for further Government review. Ensure any appropriate
restrictive markings are included in the documentation if necessary.
Information may be submitted in advance. Again, the Government has no
firm requirement for this acquisition. The Government will use the
information obtained from the briefing to understand the capabilities
of the marketplace. All interested parties who would like to attend,
