R -- CONTRACT WITH U.S. CITIZEN FOR PERSONAL SERVICES ABROAD- LOGISITCS ADVISOR SOL S-OPRAQ-97-P-N-046 DUE 031198 POC Barbra Postell 202-76-8743 or Fax 202-776-8775 The State Department, Bureau of International Narcotics and Law Enforcement Affairs, Office of Resource Management, Aviation Division, has a requirement for an individual to provide Logistics Advisory Services at the American Embassy, Narcotics Affairs Section (NAS), in support of the Colombian National Police (CNP)'s Air Services Division (DISAP) in Bogota, Colombia. The purpose of this position is to provide technical advisory assistance for the acquisition, repair and/or overhaul of DISAP aircraft, aircraft components, aircraft parts, shop equipment, tools and supplies. The Contractor will also advise DISAP and the NAS on the effecient organization of logistics functions to meet DISAP requirements. Maintain contact with the assigned uniformed logistics officer of DISAP, and the DIRAN officer in charge of the Foreign Military Sales Program (FMS). Maintain contact with U.S. military personnel associated with the FMS system and act as coordinator between them, the NAS and DISAP personnel. The assignment is for one year with the option to extend the term. PSCs are treated on par with other USG employees. Minimum qualifications include: fifteen years aviation logistics experience, primarily rotary wing craft, five years experience in a logistical supervisory position, or as a full-time Logistics Advisor for a similar program, speak, understand, read and write in English and Spanish, (minimum FSI level 2/2 preferred) and experience in working with both Military and Civilian Logistics Systems and Publications.
