COMMERCE BUSINESS DAILY ISSUE OF JANUARY 27,1998 PSA#2019INDUSTRIAL PARTNER(S) SOUGHT FOR ELECTRON BEAM PROCESSING VENTURE The
Oak Ridge National Laboratory (ORNL) and the National Prototype Center
(NPC), operated by Lockheed Martin Energy Research Corporation, and
Lockheed Martin Energy Systems Corporation, respectively for the U. S.
Department of Energy (DOE) seek an industrial partner(s) to forge a
long-term relationship dedicated to exploiting the benefits of electron
beam processing. Because of new discoveries, increasing demand for
services, and needs for a broad array of proven processes, an electron
beam processing center needs to be constructed in the next one to
three years. The center will function as a commercial activity, with a
secondary role in the development and applied research of electron
beam processing. The Electron Beam Processing Facility will be built,
owned, and operated by private industry partner(s) capable of providing
commercial e-beam services to support earnings and profits of this
multi-functional facility. The ORNL/NPC contribution to the partnership
would include access to resident intellectual capital; contacts within
the industry who could be willing to utilize services of this
facility; and scientific, technical, and prototype manufacturing
capabilities in related areas which can be used by the industrial
partner(s) in expanding the electron beam market. ORNL/NPC intends to
be a tenant of a portion of the facility. Specifications on some design
requirements to accommodate these goals are available. The mechanism
for forging this partnership will be through a Memorandum of
Understanding (MOU) or similar agreement negotiated with interested
industrial firm(s). The partnership will be subject to applicable
policies of the DOE. This announcement is not a procurement. All
projects are conducted under strict nondisclosure of company
proprietary information. Letters of interest (no longer than 2 pages
please) are solicited by February 28, 1998. The letter should include
general interest level, and relevant experience. Direct technical
inquiries and letters of interest to Dr. John Shaffer, address and
phone number below. Direct business inquiries to Dr. Andrew Loebl,
