Phila. intends to solicit, on a full and open competitive basis for the Naval Education and Training Professional Development and Technology Center (NETPDTC), Pensacola, FL, educational services for the Program for Afloat College Education (PACE). PACE was developed to provide educational courses to Sailors aboard ship and at remote sites throughout the world. The curriculum that will be developed and delivered by the Contractor will consist of basic Academic Skills courses/modules, Undergraduate College courses, and Graduate College courses; to be provided via instructor and technology delivery. Technology-delivered courses refer to all electronically delivered courses which rely on a computer, satellite, Internet, and other electronic means. The Contractor will be required to furnish hardware, software, instructors, and training materials associated with the courses. The proposed contract will provide for a Base Year of 01 Jul 1998 through 30 Jun 1999, with two (2) one-year option periods. It is intended to award a Firm Fixed Price, Indefinite Delivery-Requirements type contract for these services. The Solicitation will require the submission of price/cost and technical proposals. Proposals will be evaluated and award will be made on a Best Value basis. The Standard Industrial Classification Number is 8221.
