Training Center (NFATC) (Foreign Service Institute), located at 4000
Arlington Boulevard in Arlington, Virginia, is seeking accommodations
for foreign students attending training. NFATC will be holding a
variety of training courses ranging in duration from one to three weeks
throughout each year. These courses are attended by foreign national
employees of U.S. embassies located all around the world; many of these
students will be coming to the United States for the first time and
will be unfamiliar with American culture and environment. Consequently,
in addition attending formal training sessions at NFATC, the students
will also be learning about American culture and values through visits
to local sites and attractions. We want to ensure that these employees
have a productive and safe visit to the United States and are seeking
appropriate accommodations. Because of the duration of these sessions,
kitchen facilities are amust for each student. Each training session
will attract approximately 20 participants. The first two training
sessions are schedules March 9-20 and March 9-28; others may be planned
later in the year. The following criteria represent our minimum
requirements; a location within close proximity to NFATC, 4000
Arlington Blvd., Arlington, VA (site must be located within a 5-mail
radius from NFATC, 4000 Arlington Blvd., Arlington, VA); easy,
convenient access to public transportation (including the Metro) and
transportation to and from NFATC; a single room accommodation with
kitchen facilities for each student; a safe, secure neighborhood and
building. The evaluation criteria will be as follows: overall
accommodation (suitability of the total facility to meet the
requirements listed above) (must have a kitchen facility in each room)
-- 45 percent; cost -- 40 percent; proximity (within 5 miles) to FSI
-- 15 percent. This simplified acquisition is for base plus two option
