The Federal Aviation Administration (FAA), Central Region, plans to establish a QVL of Prime Contractors that may be used for the following types of recurring construction projects: Runway End Identifier Lights (REIL); Visual Approach Slope Indicator (VASI); Precision Approach Patch Indicator (PAPI); Runway Visual Range (RVR); Non Directional Beacon (NDB); Distance Measuring Equipment (DME); Glide Slope (GS); Localizer (LOC); Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR); Approach Light System with Sequence Flasher (ALSF-2); Instrument Landing System (ILS); Low-Level Windshear Alert System (LLWAS); Engine Generator (E/G); Markers, Electrical, Cable Loop, Site Restoration/Demolition and Facility Restoration. Contractors placed on the QVL will be expected to perform at least 15% of the on-site physical work and they will be required to perform work in all four states covered by the Central Region (Iowa, Nebraska, Kansas and Missouri) To be considered for the QVL a firm must be able to perform all of the following types of work through normal business practices: Clear, grub, grade, excavate and fill project site for new facility. Furnish competent surveying resources to properly layout the subject site and provide and vertical control. Install crushed rock access roads, concrete access roads and surfaced facility plots to the grades and elevations indicated. Work includes installation of geotextile membranes and soil sterilants. Install reinforced concrete foundations and footings for equipment shelters or buildings, transformers, electrical equipment, LIR poles, elevated steel, manholes and handholes, etc. as shown per contract drawings. Work includes embedments and knockouts. Install individual spread footings, pier footings, grade tie beams, etc. for the various types of foundations. Install earth electrode grounding system, building grounding, and lightning protection systems complete with material and hardware. Work includes interconnections to a shelter or building grounding system. Install all required cable ladders, cable trays, wireways, conduits, fitting, motors, transformer, lights, receptacles, miscellaneous electrical equipment, etc. as required. Trench and install underground or exposed power, control, signal and fiber optic cables. Work includes boring under taxiways, splices, handholes, manholes and termination's. Install government furnished materials and ensure the equipment and materials are interconnected in a proper working order. Complete all caulking and sealing of equipment, buildings, wall penetrations, etc. in order to make watertight and weatherproof. Install and maintain erosion control measures to protect ditches, inlets and facility plot layouts. Provide obstruction markingas required to meet FAA and the local Airport Authority requirements. Furnish temporary utility connections which may include electrical, water, and gas. Establish and maintain safety plan work within the Airport Operations Areas. Implement and maintain a quality control plan to ensure contract compliance. Conduct all required tests and checks to verify contract compliance. Restore all site conditions to original conditions when required. This requirement was previously advertised on May 6, 1997. Due to a change in requirements, a QVL was not established at that time. Firms who provided information as a result of the previous notice do not need to reapply and will have their previous submittal returned to them to update as required, in accordance with the revised evaluation criteria that will be provided.
