Clarke, (805) 594-6248 This is a Presolicitiation Notice. Do not
request plans now. A solicitation notice will be published before
invitations are issued. The scope of work consists of the contractor to
furnish all labor, material, equipment and supplies necessary for the
construction of a new Base Supply Complex, the renovation of the
existing Supply Warehouse Facility, and the demolition of three
Buildings, and three Pre-Engineered Metal Buildings located at the
144th Fighter Wing, Fresno Air National Guard Base, (Fresno County),
Fresno, California. Work includes but is not limited to, mechanical and
electrical equipment, piping, concrete work, earth work, landscaping,
lockers, removal or demolition of existing structures and features and
the related work. The work will be performed in two phases. Phase 1
consists of the construction of a 32,350 SF Base Supply Warehouse
(including office and support facilities), a Hazardous Materials
Storage Facility, Solid Waste Storage Yard, Materials Storage Shed and
the associated sitework including utilities, street improvements,
paving, landscape irrigation and landscaping. A 30 day work hiatus will
follow Phase 1 to allow for the occupancy of the new facility. Phase 2
consists of the renovation of the vacated 20,000 SF Supply Warehouse.
The renovation will include interior demolition, renovation of
interior/exterior of structure to accomodate office, storage, dining
and kitchen space. After hiatus, work includes the demolition of 3
buildings and 3 pre-engineered metal buildings. Demolition of the
buildings includes restoration of site including landscaping and
landscape irrigation. Demolition of pre-engineered metal buildings
include the disconnection of electrical utilities and the dismantling
of the structure. Estimated construction cost is between $5,000,000.00
and $10,000,000.00. 20% Bid Bond requirement; Davis-Bacon wage rates
applicable; liquidated damages are $165.00 per day. Contract
performance period is 630 days. This solicitation is scheduled to be
issued on or about 12 March 1998. Bid opening on or about 23 April
1998. This solicitation is advertised as a unrestricted procurement.
The Standard Industrial Classification (SIC) Code is 1541 and the
applicable small business size standards (including affiliates) is $17
million average annual revenue for the previous three years. Plans,
specifications, and bid documents are available at a non-refundable
charge of $150.00 per set. Only one set of plans and specifications
available to bidders. A Certified Check or Money Order only must be
made out to "USPFO for California". Company checks are not acceptable.
All requests must be in writing and indicate business size and
minority status. Telephonic and fax requests will not be accepted.
Express mail may be addressed to Building 633, Highway 1, Camp San Luis
Obispo, San Luis Obispo, CA 93401. Only prime contractors to receive
plans and specifications. Plans and specifications will not be
furnished to subcontractors and suppliers. Due to short supply, bid
packages will be furnished on a first come, first served basis until
supply is exhausted. A firm-fixed price contract will be awarded as a
result of this solicitation. Contract will be awarded to the lowest
responsive, responsible bidder as a result of this solicitation.
