The work includes landscaping, site repairs, exterior house repairs, kitchen/service court renovations, mechanical, electrical and plumbing renovations to Quarters A at the Washington Navy Yard. Major landscaping includes replacement of main brick driveway, relocation of the brick walk and pruning of major vegetation elements over the entire one acre site. Exterior of the house is to be abated for lead paint. Roof repairs associated with slate shingles and flashing, excavation and waterproofing the exterior foundation, eight fireplaces and chimneys to be cleaned with gaslogs added. Interior paint removal to expose the historical detail that has been covered by paint build-up. Five full bathrooms in the house require most significant interior work. Replacement of air handler. Installation of a new recirculator, additional gas hot water heater and water meter. Electrical work consists of relocating electrical panels with some associated circuits and fixtures needing replacement. The procurement will be conducted through competitive negotiation procedures. Award will be based on price and other nonpriced factors stated in the RFP. Factors will include historical house renovation experience and past performance. A 90% design will be issued around 18 February 1998. Final plans and specifications are anticipated to be available 25 March 1998. Proposals are tentatively scheduled for receipt on 15 April 1998. A preproposal conference and site visit will be conducted with date to be determined. The estimated cost range is between $1-5million. This procurement is unrestricted.
