19 -- MOORING, OPERATION AND MAINTENANCE OF, AND PERFORMANCE OF DRYDOCK REPAIRS IN, CONTRACTOR PROVIDED OR NAVY PROVIDED DRYDOCK SOL N62678-98-R-0025 DUE 031398 POC Pamela Guertler, (757)396-5041 ext 422 The subject solicitation is for an indefinite delivery firm fixed price contract for scheduled and emergency dry-dock related repairs or alterations for CG, DD, DDG, and FFG class vessels homeported in Mayport, FL or other vessels operating in the vicinity at a contractor-owned site in the Mayport, Florida vicinity. The contractor has the option to utilize a contractor provided drydock or a government provided drydock. The contractor will provide personnel to operate and maintain the drydock. The contractor must allow third-party access for other than drydock work. The drydock may be used for commercial or other contracted repairs when not being used to dock these vessels. The contract period will be for one year with options for four years. The proposed mooring location for the drydock must be within a 75-mile radius and a 90-minute commute of the Mayport Naval Station. The proposed use of any government site will not be considered. The channel approach to the proposed site must have a minimum water depth of the navigable draft of the docking vessel plus 2 feet at mean low water. The minimum horizontal clearance of any fixed structures, such as bridges, through which the docking ship must pass for entry to the drydock must be a minimum of 17 feet 6 inches on each side of a ship's extreme beam (35 feet total). Any overhead projections for entry of a ship to the site at mean high water must have a minimum clearance of 4 feet from the highest point on the ship. The contractor shall comply with all Federal, state, and local environmental laws and regulations in existence or that may be hereinafter enacted that are applicable to the transportation, operation, and maintenance of drydock and will be required to prepare appropriate documentation to meet such regulatory requirements. Characteristics (figures are approximate) of the AFDM-7 if provided as Government Furnished Equipment (GFE) are: Design capacity -- 18,000 LT; Length of Pontoon -- 552 ft; Length over Outrigger -- 587 ft; Width inside sidewall (molded) -- 96 ft, Width Overall -- 124 ft; Height Overall -- 57 ft, 4 in; Height of sidewall above lowest point of Pontoon Deck -- 41 ft; Depth of Pontoon at Centerline -- 16 ft; Deck Crown -- 6 in; Bottom Rise -- 6 ft, 6 in; Bottom Radius -- 299 ft; Length of keel line blocking (c to c of end blocks) -- 540 ft; Clear width at height of keel line (at removable stairs) -- 90 ft; Clear width at height of keel line (at service pipes on sidewalls) -- 93 ft, 1 in; Clear width between Fenders -- 93 ft; Minimum clear width -- 93 ft; Freeboard of sidewalls at full submergence -- 5 ft, 5 in; Year Built -- 1945. Minimum dredging depth required for maximum dock submergence is 56 feet at mean low water (includes 3 feet overdredge). Minimum dredge depth for a navigable channel to the dock is 35 feet at mean low water. The contractor must provide necessary personnel including the dockmaster to operate the drydock, maintain the drydock in certifiable condition (iaw MIL-STD-1625 series), and provide personnel, equipment and facilities to perform drydock related ship repairs on CG, DD, DDG, and FFG class vessels and other class vessels operating in the Mayport area. Award will be made based on best value to the Government. In making a decision on where to locate a drydock within the Mayport area, the Government will comply with the National Environmental Policy Act. Thus, environmental impacts of each proposed site will have to be accounted for in determining where to locate the drydock. Offerors may be requested to assist the Government in collecting data used to evaluate environmental impacts at their proposed site. Requests for the solicitation should state the location of the proposed mooring site for the drydock. (0026)
