A -- PURCHASE OF MODIFICATIONS TO CALMET/CALPUFF MODELING SYSTEM SOL RFQ-rt-98-1966 (DAC090) POC William Newby, Contract Specialist, (919) 541-5296 EPA intends to award a sole source purchase order to Earth Tech, pursuant to 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for corrections, modifications and enhancements to CALPUFF, an air quality dispersion model and CALMET, its meteorological preprocessor. As the original developer of the MESOPUFF II and CALMET/CALPUFF modeling systems, EPA believes that Earth Tech is uniquely qualified to make the needed changes. Furthermore, it is desirable to conduct the tests using the latest (MOD5) versions of the models. These have not yet been released, so having Earth Tech perform the modeling will allow access to these codes. Earth Tech has the required input data in-house. Earth Tech is the only known source that can provide the requested products within a time frame that will support a regulatory proposal EPA is preparing to promulgate. This is especially true given that EPA is requesting detailed information on a new version of the modeling system, which is integral to the proposal and which has yet to be released to the public. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to William Newby at the above address for consideration by the Agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination what competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Earth Tech. (0026)
