The 11th Contracting Squadron intends to award on a sole-source basis a one-year fixed-price contract on an urgent basis to Trident Data Systems of Oakton VA for nonpersonal intelligence analysis services. Trident is considered to be the only qualified source for this requirement because it currently employs personnel with the required clearances capable of starting work immediately. The period of performance for this requirement is expected to last one year. It is anticipated that performance will take place during normal working hours; no overtime or exceptional scheduling is anticipated. No travel outside the Washington DC metropolitan area is anticipated. Work space, equipment and materials are to be provided by the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and awritten solicitation will not be issued. This solicitation is issued as Request for Proposal F49642-98-R-4OSI. The solicitation document and any resultant contract incorporate required clauses and provisions in effect through Federal Acquisition Circular 97-3. The following FAR Clauses apply to this acquisition : 52.212-1 (Instructions to Offerors Commercial), 52.212-4 (Contract Terms and Conditions -- Commercial Items), 52.212-5 (Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items). Offerors shall include a completed copy of the provision at 52.212-3 (Offeror Representations and Certifications -- Commercial Items) with their offer. The Statement of Objectives for this requirement follows: STATEMENT OF OBJECTIVES FOR AFOSI ANALYSIS SUPPORT SERVICES 1. BACKGROUND The Air Force Office of Special Investigations (AFOSI) is responsible for the planning and execution of short- and long-term analysis intended to identify and neutralize threats to USAF and DoD resources from Foreign Intelligence Services (FIS) and international terrorism. Due to emergency requirements driven by external events and the lack of adequate alternative contractual support for such contingencies, AFOSI requires immediate contractor support to provide expert analysis in support of this program. 2. ORGANIZATION The requiring organization is Headquarters, Air Force Office of Special Investigations (AFOSI). 3. REQUIREMENTS A. Analytical Requirements 1) This project requires two person-years of on-site effort to provide professional analytical support to assist AFOSI in identifying and neutralizing the threats to USAF and DoD resources from Foreign Intelligence Services (FIS) and international terrorism. 2) The contractor shall staff this project with individuals who possess and maintain expert knowledge of the organization, personnel, capabilities, and tactics of Russian Foreign Intelligence Services, including expert knowledge of Russian information warfare capabilities; specifically Russian capability to infiltrate the US information infrastructure. 3) The contractor shall assist and support AFOSI in source and FIS intelligence analysis. This tasking shall include the performance of in-depth research, collation and analysis of a wide range of extremely complex information and operations. Due to the extreme sensitivity of this information, absolute discretion in the conduct of this task is required. 4) The contractor shall review all source reporting and message traffic on a daily basis and provide briefings and analytical input to products that shall be used to brief the AFOSI commander and senior Air Force and DoD officials on significant events occurring throughout the world. 5) The contractor shall assist in the preparation of comprehensive informational and/or analytical products from this analysis that will be used in resource allocation and policy-making at the highest levels of the USAF, DoD and other national security agencies. 6) The contractor shall analyze AFOSI-generated intelligence reports and/or cases in order to identify strategic and tactical gaps and topical areas in the collection and reporting of data. 7) The contractor shall analyze commercial and diplomatic exchange programs to identify the connections and cover titles used by FIS within the "legitimate" international community. 8) The contractor shall provide in-depth analysis of counterintelligence operations and investigations to assist AFOSI in ensuring that they are focused toward successful resolution. The contractor shall support AFOSI in its investigations into counterespionage in order to identify trends in organization and modus operandi, and shall make recommendations concerning the identification of new investigative and operational initiatives. 9) The contractor shall support AFOSI in its liaison with counterpart military and civilian intelligence agencies at the national level to obtain raw and finished FIS and terrorism intelligence products for inclusion in or for comparison with planned AFOSI output. 10) Thecontractor shall support AFOSI in ensuring that all documents produced for this project are in strict compliance with security classification, restrictive caveats and dissemination directives. B. Administrative Support Requirements Graphics Specialist: The contractor shall provide graphics services in support of the taskings outlined in Section 3(A) above, including the use of computerized graphics programs to create, edit and publish analytical and informational products resulting from this project. Contractor shall provide personnel having a thorough knowledge of digital graphics technology. 4. DELIVERABLES A) The contractor shall provide a report each Tuesday that summarizes all activities, discoveries, findings and other relevant information gathered under the taskings in Para 3 above from the previous work week. This report may be in the contractor's own format. (Due by 1300 hrs each Tuesday) B) The contractor shall provide a daily report summarizing results of analysis of all source threat traffic. (Due at 1600 hrs each work day in the contractor's own format) C) The contractor shall assist AFOSI in the production of briefings to the command and senior command levels regarding finished FIS publications that address the complex structures and relationships present in the murky underworld inhabited by the groups that target USAF and DoD. Material to be briefed shall include but not be limited to the nature, scope, specific identification, and possible impact of cooperation/coordination between hostile groups. It is anticipated that one briefing per month will be required. Briefing shall be prepared using a broadly accepted commercial presentation software package such as MS Powerpoint. D) The contractor shall provide support for AFOSI crisis action teams, providing analytical support for contingency operations and contingency planning. The contractor shall assist in the preparation of written after-action analysis reports of contingency operations. These reports shall be due within three days after completion/termination of an operation unless otherwise provided for. 5. SECURITY REQUIREMENTS A) All personnel selected to provide on-site support for this project shall be required to have and to maintain a Top Secret SCI, SI/TK/G clearance. In addition, personnel providing on-site support to operations must be TIGHTDOOR cleared. This is a Special Access program for which AFOSI will provide processing. B) The individuals assigned to on-site support shall be screened by AFOSI for suitability before commencing work on this project. (0026)
