Engineering services are required to provide a complete and coordinated
Fire Protection Plan for the buildings of the NCI-FCRDC facilities
located in Fort Detrick, Frederick, Maryland 21702. It is estimated
that the price range for this requirement is between $80,000 and
$140,000. A firm fixed price contract is anticipated. PROJECT
DESCRIPTION: The objective is to perform a facility- wide survey to
determine the condition of existing Sprinkler and Fire Detection
systems, create diagrams for the existing systems, establish test and
continuing training procedures to be coordinated with all programs,
review and edit the existing preventative maintenance instruction for
fire related emergencies, formulate an NCI-FCRDC facility-wide Master
Plan that identifies specific facility projects that need to be done to
correct the existing deficiencies with Fire Protection including:
Building by building recommendations for the addition or upgrade of
sprinkler systems, fire detection systems,cost estimate and other fire
protection incentives, time frame of upgrade(s) by building based on
the building's score. Coordinate the above with the Post Fire Chief.
Based on the information obtained, develop a multiple-attribute
evaluation resulting in a detailed Defined Project Plan (DPP) for an
A&E to develop a bid package(s) to implement the plan. Base the plan
on: Section 3408 in Chapter 34 of the BOCA National Building Code/1996
or Fire Safety Evaluation System (FSES) in NFPA 101A, Alternate
Approaches to Life Safety. Other methodology and/or computer assisted
evaluation will be considered if it is deemed to be equivalent to the
requirements of the BOCA National Building Code. Each building shall
have a before and after proposed changes sheet prepared. These sheets
are to be used to determine the building need and the urgency of the
need relative to Fire Safety. Project completion is estimated to be 10
months. SPECIAL TERMS: Only Fire Protection Consultants and firms
specializing in Fire Protection Engineering will be considered.
EVALUATION: The evaluation factors for selection are listed in
declining order or precedence as follows: 1) Recent (within last five
(5) years) specialized experience of the firm in life safety and fire
protection systems (Fire Protection Engineering). 2) Professional
qualifications and experience of the proposed key staff and consultant
personnel, including professional registration, technical skills, and
project management skills. 3) Firm's present and projected workload
and emphasis on this contract, and its past record of meeting schedules
for concurrent projects. 4) Past performance on contracts with
Government agencies and/or private industry. 5) The extent proposed
consulting team has worked together on previous projects.
6)Consideration for this contract will be limited to firms capable of
performing all required services in their own existing active
production offices located in the general geographic area of Frederick,
MD (within a 100 mile radius). Failure to meet the geographic
limitation may disqualify a firm. SUBMITTAL INSTRUCTIONS: Firms having
the capabilities to perform the services described in this
announcement are invited to respond by submitting current (within 12
months of this announcement), completed and signed SF 254's and a SF
255. In Block 8 of the SF 254 specify only current W-2 payroll
personnel of each firm. Contract employees shall be indicated in Block
6 of the SF 255 as consultants. Each SF 255 in Block 8 shall include
an abstract of at least ten (10) project examples similar in nature to
the type of project under this contract, bound in a 8 " x 11" format.
Provide the name and phone number of client references for each of the
ten completed project examples, and data to substantiate record
compliance with performance. Include in block 10 of SF 255 information
on any computer design capabilities. Send SF254's and SF-255 to
SAIC-Frederick/Research and Construction Contracts, NCI-FCRDC, P.O. Box
B, Bldg. 244, Frederick, Maryland 21702 by 4:00 pm eastern standard
