Wyoming Air National Guard, Cheyenne MAP, Cheyenne, WY requires a
multidisciplinary Architect-Engineering (A-E) firm for an Indefinite
Delivery/Indefinite Quantity contract to provide design services on a
variety of proposed construction projects. The selected A-E shall
provide architect and engineering services for new construction,
renovation/alteration of existing facilities, and maintenance/repair
projects on commercial and industrial type facilities. The scope of the
work will include, but not be limited to, the following: 1) Provide
Type "A" Services to include: Investigations, surveys, and analysis of
existing and/or proposed facilities and systems needed to develop an
accurate project scope, detailed cost estimate, analyze options,
provide cost effective recommendations, and provide plans to support
the development of the final contract documents. 2) Provide Type "B"
Services to include: Design work leading to a complete design with
construction drawings, specifications and a detailed cost estimate. 3)
Provide Type "C" Services to include: Construction management,
surveillance and on-site inspection, shop drawing review, material
submittal review, quality assurance, material and system testing.
Typical facilities to include: Hangar doors, pre-cast concrete frames
with shear walls, masonry buildings, steel frame with infill shear
walls, steel frame buildings, metal storage buildings, airfield
pavements, roads and parking lots, exterior lighting, fencing, roof
systems, heating systems, direct digital control systems, fire
suppression and/or fire detection systems, area drainage, electrical
distribution systems. Estimated start date is 1 June 1998. Project will
be for one year from date of award, and may include options to extend
for one to four additional years. Evaluation Factors (in order of
preference) are as follows: 1) Professional Qualifications necessary
for the satisfactory performance of required services. 2) Specialized
experience and technical competence of the A-E firm designing similar
type facilities and their involvement with Federal and Wyoming state
regulatory agencies. 3) Capacity of the firm to accomplish the work in
the required time. 4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. 5) Location in the
general geographical area of the project and knowledge of the locality
of the project. 6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. 7) The volume of work awarded by DoD during the
previous 12 months to promote equitable distribution of work among
qualified firms. The total maximum fee will not exceed $1,500,000.00
per year, and no single project will exceed $300,000.00. Firms that
desire consideration must submit current Standard Form 254,
Architect-Engineer and Related Services Questionnaire, and Standard
Form 255, U.S. Government A-E and Related Services Questionnaire for
Specific Projects. Packets are due in the Contracting Office by close
