CONTRACT INFORMATION: A-E services are required to provide Architectural-Engineering (A-E) services for an Indefinite Delivery/Indefinite Quantity Contract to support efforts in the utilities modernization-planning area. Work to include maintenance of SUPER/TASK applications and support of various installations. Typically each contract will consist of a base ordering period and two option periods. Contract duration will be an initial 12-month period with options for two additional 12-month periods to be exercised at the discretion of the Government. The ordering period will be for 1 year or whenever the Contracting Officer determines the ordering period is over and any dollar amount not consumed by task orders issued during the ordering period may be carried over to the next ordering period. The total of all task orders during each ordering period may not exceed $1,000,000. Individual task orders may not exceed $1,000,000. The total amount of each contract over the three option periods may not exceed $3,000,000. This announcement is open to all firms regardless of size. Large business offerors must identify subcontracting opportunities with small business and small disadvantaged business on SF 255. If selected, the large business offeror will be required to submit a small/small disadvantaged & women owned small business subcontracting plan in accordance with FAR 52.219.9 and DFARS 219.704/705 as a part of the request for proposal package. The following subcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. Of the subcontracted work 60% to small business, 10% to small disadvantaged business (a composite of small business ), 5% to women-owned small business (a composite of small business). Large business firms that intend to do any subcontracting must convey their intent to meet the minimum subcontracting goals on the SF 255, Block 6. Written justification must be provided if the minimum goals cannot be provided. Project Information: Task orders to be issued under this contract may include developing modifications to or expanding the SUPER program to meet the needs of Savannah District, HQ TRADOC and/or user installations and agencies; bringing new TRADOC installations on-line with the system; developing, distributing, and compiling the results of a questionnaire to all SUPER program users to determine needed modifications and upgrades to the program; assisting user installations and agencies in utility system condition assessment and long range utility system upgrade planning using the SUPER program; assisting user installations and agencies in developing standardized utility construction technologies and practices in accordance with the SUPER program alternatives; instituting a telephone hot-line support system for users; developing, standardizing, and implementing procedures to facilities electronic data transfer betweenHQ TRADOC and TRADOC installations and within other user agencies; updating the SUPER program or the results of the applications of the SUPER program; working with other Army or Federal Agencies on the adaptation of the SUPER program to meet specific requirements; and developing informational and demonstration material, as well as training programs, to describe and illustrate the purpose and use of the SUPER program. The A-E firm selected must have equipment and personnel capable of compiling KBASE data files into a run time version; this shall be indicated in Block 10 on the SF 255. 3. Selection Criteria in Relative Order of Importance: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A through D are primary. Criteria E and F are secondary and will only be used as "tie-breakers" among technically equal firms. A. Specialized experience and technical competence in (1) Modify and/or expand the current SUPER program to meet the needs of existing users or bring new users on line; (2) Provide technical assistance and training to users in utility system condition assessment and long range utility system upgrade planning; (3) Have equipment and personnel capable of compiling KBASE data file into a run time version. (Describe in Block 10 of SF 255). B. Past Performance: Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. C. Capacity to Accomplish the Work: The capacity to perform simultaneous task orders in the required time and to dedicate at least one (1) person in the following disciplines: architectural, electrical engineer, mechanical engineer, cost engineer, structural engineer, civil engineer, and a computer programmer. D. Professional Qualifications of key management and professional staff members. E. Extent of participation of SB, SDB, WOSB, historically black colleges and university and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. F. Equitable Distribution of DOD contracts. Volume of DOD contract awards in the last 12 months as described in Note 24. 4. Submission Requirements: See Note 24 for general submission requirements. Interested firms having the capability to perform this work must submit ONE (1) copy of SF 255 (11/92 edition) for Prime and ONE (1) copy of SF 254 for Prime and all consultants to the following address: U.S. Army Engineer District, Savannah, ATTN: CESAS-EN-EA, 100 W. Oglethorpe Avenue, Savannah, GA 31401-3640, no later than the close of business on the 30th day after the date of this announcement.
