The 38 LS/LGCVO, Contracting Flight, has a requirement for nonpersonal services for operations and maintenance of the Base Telecommunications System at Tinker AFB OK. DO NOT request a hard copy of this solicitation. The RFP will be electronically issued using the 38 LS/LGCO Web Site. The proposed contract is for a base year and five option periods totaling approximately 60 months. The DCO switch is a AT&T Switching System including a 5ESS host switch and 2 remote switching modules, 2 Systems 75, 2 Dimension Systems (Dimension 2000 and Prelude), 1 Digital Conferencing and Switching System (DCSS), voice processing systems, transmission equipment, ancillary equipment, 7 attendant consoles, 24 proprietary phones, installation services for analog subscriber lines and ISDN voice and data, and the cable portion from the equipment to the Main Distribution Frame (MDF)/Intermediate Distribution Frame (IDF) at the host and the remote switch locations. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate when registering electronically, whether they are large or small, disadvantaged or a women-owned business. For this acquisition, a concern will be considered small under SIC 7378 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Colonel Lee H. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level.
