Acquisition and Management Support (AMS) Office of the TRICARE
Management Activity (Department of Defense) is currently in the process
of procuring the next generation of medical support services contracts
for the uniformed services. This generation is known as TRICARE / MCS
3.0. In an effort to obtain the highest level of expertise in the
development of this product, AMS is seeking highly qualified
individuals to possibly participate in the drafting of evaluation
criteria as well as participate in the evaluation of the offers
submitted in response to a Request for proposal. If AMS determines that
there are sufficient technical experts to assist in the preparation of
evaluation criteria, the experts would be acquired through a
contractual vehicle yet to be determined. It is anticipated that
proposals will be received and evaluated beginning the summer of 1998.
While the details of this procurement and several other similiar
procurements are still being developed, the basic concepts may be found
on the World Wide Web at: www.tso.osd.mil. AMS is interested in
receiving information from individuals or firms who may show an
inclination to provide technical experts to assist in this evaluation.
It is requested that the resumes of highly qualified individuals be
submitted for review. These resumes must contain, in enough detail, the
individuals educational experience as well as work experience as it
relates to managed health care in the following areas of interest: (1)
Provider Networks (2) Clinical Performance Improvement (3) Beneficiary
Satisfaction and Services (4) Business Processes (5) Administration (6)
Information Systems (7) Experience and Performance. All technical
evaluations are currently planned to occur in Aurora, Colorado. It is
anticipated that the initial evaluation of proposals will require
between five (5) and (10) weeks and that a second period of evaluation
may occur which will require approximately the same amount of time.
The Government is interested in learning of individuals and firmswho
might be interested in pursuing a potential contract for technical
evaluation services. Interested parties should submit their
qualifications in the form of a resume, by fax, to Mr. Tom Fuller,
TRICARE Support Office, at (303)361-1154 within 7 days of the printing
of this notice. Interested individuals or firms must be aware of the
fact that they will be precluded from working for or as consultants
with potential offerors of any Managed Care Support solicitation. They
are also precluded from working for the winner of any of the
