The DRPM AAA intends to pursue, through full and open competition, a single-award contract with a potential value of $30 million, that will require a minimum of 25% subcontracting for small; small disadvantaged; and women-owned small businesses. Qualifying SIC Code for participants is 8711. Period of performance is for one (1) base plus four (4) option years beginning 1Q/99. Task orders will be issued on an IDIQ, FFP and T&M basis, supporting both sustaining (recurring) and discrete (non-recurring) requirements. The contractor shall provide a comprehensive capability to support Program Definition Risk Reduction (PDRR) to Engineering and Manufacturing Development (EMD) transition tasks for a Major Defense Acquisition Program (MDAP), inclusive of diverse engineering, analytical, logistical, operations, and business requirements. Performance will include access to both Secret and Top Secret (TS) information; facilities will require a TS certification and personnel will require either Secret, or Top Secret clearances. Govt site workspaces will not be provided, all work will be accomplished at the contractor site. A pre-solicitation conference will be held on 18 Feb 98 from 9:00 -- 12:00 at the DRPM AAA, Advanced Technology Center. Clearances will not be required for attendance. Draft documents will be provided for industry review at the conference, as well as posted to the Internet site prior to the event. Registration for the pre-solicitation conference will be accomplished via FAX, restricted to two (2) participants per firm, addressed to Mr. John Martin at: (703) 492-3439. Identify the company, complete business address, name/title of attendees, and FAX/phone numbers. Subject line should state: Pre-solicitation Conference Registration. Confirmation will be provided upon receipt. Deadline for registration is 6 Feb 98, 1200 (noon). The formal solicitation will be released within two (2) weeks of the conclusion of the pre-solicitation conference. Regular updates will continue to be posted to the DRPM AAA Internet site. Requests for copies of the solicitation (M67854-98-R-0079) may be made by letter, or FAX, to the attention of Mr. John Martin. Companies registered for the pre-solicitation conference will be automatically included on the distribution. The DRPM AAA intends to accomplish distribution using 3.5" diskette, and file download (MS Word and Excel format) from the Internet site.
