Center, Division Newport, Rhode Island intends to negotiate for
hardware and firmware life cycle services for programs such as:
AN/SQR-18, AN/SQS-19/53C/53D, AN/SQQ-28 and 89. Definition of these
services includes enhancing new systems or major upgrades of
operational systems through deployment and certification. Tasks
include: review and verification of firmware source code; installation
of firmware source code on micoprocessor development system; develop
firmware test plans and procedures; analyze program trouble reports and
engineering change proposals, modify source code and develop PROM
images; verification of operability standards during and after field
changes; configuration status accounting verification; land-based test
evaluation; prototyping. The resulting contract will be an Indefinite
Delivery/Indefinite Quantity type with Cost Plus Fixed Fee provisions;
and provisions for multiple awards. Five-year performance period. Level
of effort is 88,000 man-hours (MH) of electronics engineers (30,500
MH), software engineers (28,000 MH), software technicians (14,000 MH),
electronics technician (2,500 MH), technical writer/editor (7.500 MH),
word processor/technical typist (5,500 MH). Factors for Best Value
evaluation: Technical Ability including Personnel and Past Performance
(Technical Approach and Management Approach may be required if
discussions are necessary), and Cost. The acquisition is unrestricted;
SIC is 8711. Service Contract Act applies. Solicitation release date
is planned for mid-March. This is a follow-on acquisition to Contract
N66604-93-D-1677 with Analysis and Technology, Inc. Requests for the
