GPS INDUSTRY DAY CONFERENCES NAVSTAR GLOBAL POSITIONING SYSTEM (GPS) INDUSTRY DAYS. NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO) intends to introduce industry to the "GRAM-SAASM" project by hosting Industry Days on 6 February 1998. GRAM-SAASM is a GPS Receiver Application Module (GRAM) card implementing the Selective Availability Anti-Spoofing Module (SAASM). GRAM is a family of GPS Receiver Application Modules that will ensure interoperability and promote compatibility and commonality among military equipment, subsystems, and systems that require an embedded GPS capability. GRAM is defined in the "GRAM Guidelines", GPS-GRAM-001A. The SAASM is the next generation Precise Positioning Service Security Module (PPS-SM). The SAASM is a single tamper-resistant multi-chip module (MCM) that incorporates all GPS selective availability (SA), anti-spoofing (A-S), and electronic keying functions for Precise Positioning Service (PPS) Host Application Equipment (HAE). SAASM is defined in the SAASM Specification, SS-GPS-001Rev. A. The intent of this acquisition is to share industry's costs in developing GRAM-SAASM form factors for varied GPS Host Application Equipment (HAE). The Government's objective is to buy down the risk involved with the availability of GRAM-SAASMs for upcoming GPS acquisitions. The Government plans to use the Program Research and Development Announcement (PRDA) process to fund multiple contractors in the development of a variety of GRAM-SAASM form factors. Current schedule calls for PRDA release in Apr 98 requesting proposals for 18 month contracts. Expected products will include an approved GRAM form factor interface published in GPS-GRAM-001A, a SAASM implementation approved IAW CZE-94-001, SAASM Security Approval Guidelines, and a prototype GRAM-SAASM card. Additional GRAM-SAASM activity may be provided for under existing contracts. This program will take maximum advantage of acquisition reform initiatives, minimize system life-cycle costs, maximize opportunities for competition, reduce Government oversight and be postured to respond quickly, at minimum cost, to new requirements and evolving threats. The SAASM portion of the program requires the contractor to be US-owned, controlled, and on-shore. Industry Days will be held 6 Feb 98 at the Aerospace Corporation, Bldg. A-8, 2350 El Segundo Blvd., El Segundo CA 90245. The schedule for Industry Days will begin with Government briefings to industry from 0800 until 1100 on current Government plans and concerns. Attendance is limited to no more than ten (10) people from each company/division. Industry will then have an opportunity to provide feedback and ask questions of the Government during one-on-one sessions beginning at 1200. During one-on-one meetings, preferred topics for discussion include: cost sharing, form factor future market potential, and concerns with Government acquisition strategy. Companies interested in scheduling one-on-one sessions must contact and confirm with Lt Todd Kusserow at (310) 363-6389 by 5 Feb 98. Time allotted for the one-on-onemeetings will depend upon the number of meetings requested. Portions of Government briefings to industry will be classified SECRET -- U.S. ONLY. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Mr. Leslie Bordelon at (310) 363-3818. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contracting Officer and could not be satisfactorily resolved at that level.
