DEFENSE NATIONAL STOCKPILE CENTER is soliciting quotes for the following commercial items. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SPO833-97-Q-0178 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This is a 100% Small Business Set-aside under Standard Industrial Classification (SIC) code 8999. The small business size standard is $5 million. Contract Line Item Number 0001 -- Relocating approximately 34,118 ST of Manganese at the Large, PA storage site. The relocated material shall be stacked and trimmed to provide for maximum storage and proper drainage. Maximum height of the relocated material shall be 20 feet. The area designated for relocation shall be reasonably level, well drained or capable of being drained, stable and accessible. The area shall withstand the usage of material handling equipment in the storage and removal of materials. FOB Destination as detailed herein. FAR 52.212-1, Instructions to Offerors-Commercial (OCT 1995) and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (AUG 1996) apply to this RFQ and any resultant acquisition. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JAN 1997) with its offer. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (AUG 1996) applies to this RFQ and any resultant acquisition. The following FAR clauses cited in this clause are also applicable: 52.219-8, 52.219-9, 52.222-26, 52.222-35,52.222-36, 52.222-37, and 52.225-3. The Government contemplates making a single firm fixed-price award to the lowest, responsible quoter.
