The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia, intends to solicit through full and open competition, for a Medical Laboratory Technician Training Program. The contractor shall establish and operate an educational program leading to a 60 semester hour of college credit certification program in Medical Laboratory Technology for eligible students. The duration of the program shall not exceed 12 consecutive months. The program shall be established primarily at the contractor's location utilizing the contractor's facilities, personnel, equipment, supplies, and other contractor resources as need in the provision of educational services. The location of the contractor's faclities shall be within 35 miles of Naval Medical Center Portsmouth, VA, which will serve as the clinical practicum site for the training. These educational services shall be provided by qualified instructors employed or subcontracted by the contractor. Didactic and technical skills shall be taught at the contractor's facilites; clinical practicums will be provided in DOD Medical Treatment Facilitates under the day-to-day supervision of DOD clinical staff with overall coordination by contractor staff. The period of performance will be from 5 January 1999 through 30 September 1999, with four options periods of one year each. The estimated number of students is 106 in 2 or 3 approximately equal increments over the academic year. A firm, fixed price indefinite delivery, indefinite quantity contract will be issued to the successful offeror. (0026)
