interested in the Operation and Maintenance of its ocean survey vessel,
the Peter W. Anderson and all its installed equipment. The Anderson is
a converted U.S. Navy PG-84/92 Class Patrol Gunboat. It has a
displacement of 250 tons, is 165 feet in length and has a beam width of
24 feet. The Anderson is powered by two Cummins VT 12-875M diesel
engines and has two Liaaen controllable pitch propellers. The Anderson
is primarily used to conduct spill investigations, survey ocean dump
sites, and generally monitor the coastal waters of the United States,
to include bays, rivers, and harbors. The Anderson's home port is in
Annapolis, Maryland, and the Anderson will primarily operate on the
Atlantic coast, Florida Straits, Carribean Sea and in the Gulf of
Mexico. Operation and maintenance of the Anderson is required 365 days
a year with an anticipated 220 to 260 of those being sea days. The
contractor will also provide services to support the efforts of
scientific research parties on the Anderson. The applicable SIC code is
4489 with a size standard of 500 employees. It is anticipated that a
performance based, Firm Fixed Price contract will be awarded with a 12
month base period and two 12 month option periods for a total period
of performance of three years. A solicitation is expected to be
released in April, 1998 with contract performance expected to begin in
September, 1998. Any interested firm should submit a capability
statement which demonstrates the firm's qualifications and ability to
provide the required services. Firms shall indicate their size status
for the above referenced SIC code. The deadline for submission of the
