National Oceanic and Atmospheric Administration (NOAA) requires two to
three original freestanding, interactive, kinetic art/science exhibit
pieces for the lobby of the U.S. Department of Commerce building under
construction in Boulder, Colorado. The artworks must allow viewers to
directly influence the model and then observe the results similar to
the way a scientist might manipulate an experiment. The artworks must
be worthy of a world-class research institution state-of-the-art
building in both the artistic and scientific sense. NOAA's mission is
to describe and predict changes in the earth's environment, and
conserve and manage wisely the nation's coastal and marine resources to
ensure sustainable economic opportunities. Some possible starting
points for the artwork might relate to water, air, climate, dynamic
systems, space, sun, and weather. The space allotted for this work will
be backed by a glass mullioned curtain wall measuring 30 feet and the
pieces can protrude from the wall no more than five feet. Evaluation
criteria will include: 1) Artistic/technical merit of the proposal; 2)
the artist's demonstrated experience creating environmental art
depicting multi-disciplinary themes; 3) a body of work that is
evocative of NOAA's mission; 4) proven experience creating interactive
artworks that endure in public settings where rough handling is
common; 5) experience creating artwork that has been installed in
museums or other exhibits frequented by K-12 children; 6) ability to
complete and install art/exhibits by February 1999; 7) ability to
design exhibits complementary to the lobby site and the artwork that is
already in the lobby design; 8) low maintenance with a maintenance
manual provided; and 9) price reasonableness, with price assuming
increasing importance between closely ranked proposals. Response to
this solicitation will be evaluated by a panel of tenant
representatives. Responsive submittals must include a statement of the
artist's experience, a listing of previously installed work with
references, sketches showing all sides of the proposed work, a written
explanation and a firm fixed price including materials, labor, and
installation. The Government's estimated cost range for this
requirement is $25,000 to $100,000. This procurement is being conducted
per Simplified Acquisition Procedures and is set aside for small
