This is a request for information only. No solicitation will be issued
in response to this announcement. The Office of Personnel Management
(OPM) seeks information from software providers regarding the
availability of a commercial, off-the-shelf GPRA strategic planning
software tool. OPM is also seeking information from small or
disadvantaged business concerns to help support a decision as to
whether or not an acquisition for this software tool may be issued as
a Small Business Set-aside or as a Small Disadvantaged business
set-aside. A separate synopsis will be issued if we determine we will
contract for this product. OPM is seeking information from vendors for
a software tool to aid program, project and/or operational managers in
creating strategic plans and performance measures that align to and
support Government Performance and Results Act strategic plans and
measures. The software tool should also aid in the creation of annual
performance plans and progress reports. This tool will enable managers
to create Government Performance and Results Act objectives in a
structured, substantive way which can be measured after completion.
Consistency in the tool is in the concepts and not form so that the
product that results from the use of the tool is unique to the
organization. Any software tool proposed should be based on a logic
model that asks the user questions that establish linkages to various
Government Performance and Results Act requirements such as
consultations with Congress, stakeholders and cross agency functions.
The logic model should lead to well-formed outcomes but not lead all
users to similar plans as stated above. Any software proposed should
have the flexibility to be used for the first time by a manager or to
have agency plans and measures entered and then following levels of the
organization enter and align their plans to the agency plan. The logic
model in the software should ask questions to aid managers in this
thinking and alignment process through a coaching function. Any tool
proposed should maintain the results of the process and provide for
updating. The contractor needs to be thoroughly familiar with the
Government Performance and Results Act and show how the proposed
software will aid managers in complying with the Act, especially
Sections 3, Strategic Planning, and Section 4, Annual Performance Plans
and Reports. In addition, the tool needs to reflect the Office of
Management and Budget's guidance to agencies contained in Circular No.
A-11 Part 2 dated May, 1997 (or a later version if revised) and titled
"Preparation and Submission of Strategic Plans and Annual Performance
Plans" and the General Accounting Office's publications, "Executive
Guide: Effectively Implementing the Government Performance and Results
Act", (available for download at the U.S. Office of Management and
Budget web site,

"Agencies' Strategic Plans Under GPRA: Key Questions to Facilitate
Congressional Review". The Office ofPersonnel Management will evaluate
responses to this synopsis and make a decision as to whether this
requirement can be solicited as a commercial, off-the-shelf RFQ. OPM
will also evaluate responses to this synopsis to determine whether or
not to limit participation in this acquisition to small business
concerns or to competitively award this requirement to firms qualified
under the Small Business Administration's 8(a) program. Responses must
