Defense Supply Service-Washington, on behalf of the Composite Health Care System II, Program Office, intends to issue a sole source contract with the National Academy of Sciences, Institute of Medicine Washington, DC for an independent, external and unbiased evaluation of the efforts and findings of the Comprehensive Clinical Evaluation Program (CCEP). This requirement shall assess the health status of active-duty troops who were deployed to the Persian Gulf War as compared to non-deployed individuals in specified disease categories. The Institute of Medicine will assist DoD in the refinement of the diagnostic strategies for these patients, and consider additional medical tests or consultations. The committee will also consider the context of environmental and psychological stressors experienced by deployed troops. The following areas will be reviewed: the overall study design; sample selection and comparison groups; direct and indirect measures of health status; data sources and retrieval methods; andmethods of statistical analysis. A final report, which evaluates the adequacy of the DoD research protocol, will be generated and distributed to the government. This synopsis is a notice of intent, and should not be considered a Request for Proposal (RFP). No solicitation document exists and requests for such will not be considered, however, if a response is received that meets the requirements, and analysis indicates a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued. Prospective contractors must respond to this notice in writing fifteen (15) calendar days after publication of this notice. In the event that no potential source responds with clear and convincing evidence documentation the ability to satisfy this requirement, an award will be made to National Academy of Sciences, Institute of Medicine.
