LeBlanc Consulting Services to do a market analysis of the Category C
veteran (who are those veterans whose eligibility for care is not
based on a service-related illness or injury or on the veteran's low
income status) population in the New England area to determine the
following. l. Describe the NE Category C market, both in terms of
number of veterans and amount of health care services required.
Describe the demographics, types of services they require, where they
are located and number of percentage of Category C veterans who use VA
services. 2. Describe those Category C veterans who use VA services
and how they differ from those who do not use VA services. Describe the
demographics, types of services they require and where they are
located. Describe how the users differ from the overall Category C
market. 3. Describe the competitive environment. Identify the major
providers and payors, indicating how integrated the provider networks
and payor networks are. Describe how service capacity compares to the
needs of the population as well as how sophisticated providers are in
managing care. 4. Describe for those Category C veterans who do not use
VA services, what factors keep them away. Identify actions the New
England VA Health Care System might take to influence their decision to
use VA services. 5. For those who use VA services, identify why they
use some services and not others. Identify actions that the New England
VA Health Care System might take to encourage them to use additional VA
