Hawkins, Chief, Procurement Section, (301)435-0366 The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA), intends to negotiate on a noncompetitive basis with the National Center on Addiction and Substance Abuse (CASA), 152 W 57th St. 12th Fl., New York N.Y. 10019, to construct a model for analyzing direct and indirect state cost attributable to or associated with drug abuse and addiction. This model will ultimately support a comphrehensive, state-by-state analysis of the cost that substance abuse imposes on states budgets. The analysis will include a catalog and assessment for each of the 50 States the District of Columbia, Puerto Rico and the Virging Islands, of the costs that drug abuse and addiction impose on Medicaid, prisons, law enforcement, education, welfare, foster care, homelessness, public health, food stamps, housing, and other State programs, as well as the direct costs of health care and lost productivity for State workers. The Standard Industrial Classification (SIC) code is 8733, Size Standard $5.0 million. This is not a small business set aside. This notice of intent is not a request for competitive proposals.
