B -- CONTRACTOR NON-PERSONAL SUPPORT SERVICES FOR NAVY MANPOWER, PERSONNEL AND TRAINING (MP&T) DUE 021198 POC POC Maureen Shackelton, Contract Specialist/301-757-8972, LCDR Mark E. St. Moritz, Contracting Officer/301-757-2691 The Naval Air Systems Command, Patuxent River, Maryland is conducting a market survey to determine the extent capable of interested 8(a) Small Businesses who can provide analytical and technical non-personal services to the Training Systems Support Division of NAVAIRSYSCOM. The type of contract being contemplated is an Indefinte Delivery, Indefinite Quantity (IDIQ) Contract with both Firm-Fixed Price and Level of Effort types of Delivery Orders for a Base Period and possibly Four Option Periods. The Contractor will be required to perform all research, evaluation and analysis to identify Alternative Manpower, Personnel and Training System concepts and resource requirements supporting seven Manpower, Personnel and Training (MP&T) tasks: (1) MP&T Analysis, (2) Navy Training System Plan (NTSP) Development, (3) Manpower Requirements Analysis, (4) MP&T Training Course Development, (5) Research and Analysis, (6) Data Management Support and (7) Training Program Analysis. The following documents areto be used for guidance in the performance of the preceding tasks under the proposed contract: (a) DOD Directive 5000.1, Defense Acquisition; (b) DOD 5000.2-R, Mandatory Procedure for Major Defense Acquisition Programs and Major Automated Information Systems; (c) SECNAV INSTRUCTIONS 5000.2B, Implementation of Mandatory Procedures for Major and Non-Major Defense Acquisition Programs and Major and Non-Major Information Technology Acquisition Programs; (d) OPNAVINST 1500.8M, Navy Training Process in Support of New Developments; and (e) OPNAVINST 1500.XX, Navy Training System Requirements, Acquisition and Management. Contractor employees must have a working knowledge of personal computer operating systems, word processing, database and spreadsheet applications; and must be able to obtain up to a SECRET clearance. Projected Labor Category requirements are: (1) Program Manager, (2) Project Director, (3) Senior Logistics Analyst, (4) Logistics Analyst, (5) Systems Analyst, (6) Statistician, (7) Training Specialist and (8) Word Processor. Each month the Contractor shall provide a Project Status Report to include a detailed report on the technical status of each delivery order and a Cost Status Report to include detailed expenditures for each delivery order. The proposed contract will require the Prime Contractor to team with the Training Systems Support Division of NAVAIRSYSCOM, to ensure the satisfactory coordination and completion of tasking under this contract. The Prime Contractor shall be required to maintain a local office staffed at a minimum with one Program Manager and one Project Director. The local office shall be operational within 30 days of the effective date of the proposed contract and be within a one hour driving radius of the NAVAIRSYSCOM at NAS Patuxent River, Maryland. This action is being classified under Standard Industrial Classisfication (SIC) Code 8711 (Engineering Services). It is anticipated that there will be an Oral Presentation as well as a written proposal required. There is also the possibility that Multiple Awards may be issued. The Navy is seeking qualified 8(a) sources to perform these services. Letters of Certification/8(a) Participation are not in themselves adequate. Firms must submit a Technical Qualifications Package. Interested parties are encouraged to submit a Technical Qualifications Package that demonstrates the Contractor's ability to perform the tasks and knowledge of the documents used for guidance in performance of the tasks. This Technical Qualifications Package (no more than 10 pages) shall include a qualifications statement, any other documentation to demonstrate the Contractor's ability to perform the proposed contract and a list of previous contracts of a similar type, the Agency, Contract Number and Point of Contact with a telephone number.
