Service intends toissue a Purchase Order on a non-competitive basis to
Signature Resources for a Instructor/Facilitator to coordinate, plan,
conduct conference calls and present the seminar entitled "Advanced
Leadership: Influencing Outcomes" for the Advanced Leadership Seminars
to be held on the following dates: Feb 23-27, Apr 20-24, May 11-15,
June 23-26, Aug 18-21 and Sept. 15-18, 1998. The course consists of
three phases: One week Workshop Individual Application On-The-Job and
One week follow-on. Contractor shall conduct/facilitate leadership
training, along with an IRS executive instructor, to a group (24 class
size) of top level managers, three times a year. Prepare
instructor/participant material based on the course objectives as
listed: Present, Study and Explore materials that view leadership as
dependent on effective relationships and valid information rather than
on hierarchy. Create a personal statement of leadership that is
principle based. Select a significant leadership challenge and
influence its outcome through application of a personal leadership
statement and develop a plan for doing so back on the job. Prepare team
reports on how you applied leadership learning, Conduct presentations
on leadership, philosiphy, practices and principles. Assist
participants to interpret leadership behavior feedback data. Have a
working knowledge for discussion with class, of the following books:
Stewarship -- Peter Block Berrett Koehler,1993, The Leadership
Challenge -- Kouzes& Posner Jossey-Bass, 1987, Leadership Is An Art --
Max DePree, Doubleday, 1989, The Age of Paradox -- Charles Handy,

Business, 1992, Paradox Principles -- Price Waterhouse Change
Intergration, 1995. Contractor shall provide counseling on individual
performance in groups and on individual application of participant's
leadership to the back-home project. Contractor shall set expectations
with group participants -- during the Workshop: present contents,
facilitate discussions, set expectations with group participants for
application, lead participants in development/refinement of personal
leadership principles, provide feedback to participants on their
performance in groups. During the On-The-Job Training: Provide
oversight of team reviews individual progress and key milestones,
assists participants with recognition and documentation of "Success."
Contractor must be available for consultation with participants. During
the follow-on workshop contractor shall relate individual and team
experiences/work products, and abstract principles/models to IRS
context/organization, facilitate group self-critiques and provide
feedback to individuals on their performance in groups. Services are
for 16 total days per session (three sessions a year) over a span of
approximately twelve months. Three iterations will be offered during
fy1998. Each iteration will include a three day preparatory session
with IRS faculty, a five day workshop, two conference call with small
groups during the application phase, availability for additional
individual and group consultation during a 3 month period of
application, a four day follow-up session, nine conference calls with
small groups who attended training in previous years as
follow-up/reinforcement. All quotes should include a personal
comprehensive background of experience, scholarship and presentation
facilitation competency for advance leaders. Contractors must
demonstrate: Evidence of Personal education and scholarship over a wide
array of facilitation and counseling, evidence of experience setting
with feedback from clients reflecting the highest quality, knowledge of
the IRS as it pertains to leadership of the organization of both people
and products. All responsible sources who can provide and meet the
above requirements shall submit written quotation fifteen (15) calendar
days from the date this notice appears in the CBD. No solicitation will
be issued, therefore, such request will be considered a non response.
Evaluation/Award will be based on the lowest price offered the
government. All quotes shall include price (s); FOB point, a poc (name
and telephone number) GSA contract if applicable; delivery date;
business size and payment terms. Quotes over 10 pages in total will not
be accepted by fascimile. All questions must be in writing and received
by fascimile (202-283-1515) or mail. If no responses are received, the
