Service (USPS) desires to prequalify contract sources to design and
develop a professional skills assessment, development, certification,
and training curriculum for its Field Customer Relations organization.
The Program will be national in scope and integrated with the
CustomerPerfect!sm quality improvement process. The objective is to
combine the best of academic theory and real-world applications to
develop a state-of-the-art education program that will provide the
requisite skill sets and proficiency levels to enable USPS Customer
Relations to meet and surpass customer satisfaction and revenue
objectives. The Program will consist of the following five components:
1. Skills Profiles to be used as "benchmarks" for establishing
proficiency targets and for developing specific training programs to
raise proficiency levels, 2. Proficiency Assessment Tools that will
enable Area and District Business Customer Relations Managers to assess
the proficiency levels of subordinate employees and to identify
specific developmental needs, 3. Certification Program, which will be
national in scope and tailored to key Customer Relations
functions/groups, 4. Measurement and Adjustment Process that will
provide both quantitative and qualitative feedback on the success of
the Program and a structured process for improvement, and 5. Curriculum
Statement of Work for the design, management and administration of a
Customer Relations Education Curriculum. The fifth component is an
optional requirement that may be awarded to another prequalified
contract source pursuant to this procurement action or pursuant to a
separate contract action. USPS is encouraging the use of partnering or
subcontracting arrangements for the development and delivery of the
specific program components and/or project requirements. Interested
companies seeking to be prequalified must submit a Letter of Interest
to the POC's attention requesting a Prequalification Application
Package for USPS Customer Relations Professional Development Program.
The name, address (including ZIP+4), and telephone number of the
company representative who is designated to receive the application
package must be clearly indicated. The application package will provide
interested parties with a more detailed overview and requirements
definition of the Program, Customer Relations' organizational roles and
responsibilities for its Managed Commercial Account Base, the
prequalification evaluation factors and scoring method, response
submission instructions, and procedures for USPS selection and
notification. Prequalification evaluation will focus principally on: 1.
Past Performance, including relevance of prior experience (e.g., sales
and customer satisfaction training-related programs in comparable
business situations), and 2. Performance Capability. It is the intent
of the USPS to award this contract using the prequalified sources.
Interested parties are hereby advised that all qualified sources may
not be placed on the prequalified list if the purchase team determines
(a) that a smaller group will provide adequate competition or (b) that
some sources are considerably more qualified than others, thereby
precluding contract opportunities for the less qualified. Upon
completion of the prequalification process, all respondents will be
notified of the USPS' decision. Interested parties should submit their
Letters of Interest by February 4, 1998 in order to ensure themselves
the maximum response time. USPS plans to issue application packages on
February 5, 1998. Respondents will be given until February 20, 1998, or
two weeks from the date of issue, whichever date is later, to submit
