Fluor Daniel Fernald (FDF), RFP No. FSC 620 is scheduled for release on
or about March 2, 1998 for a project consisting of the construction of
a water storage tank and pumping station and the decontamination and
dismantlement (D&D) of the Maintenance/Tank Farm Complex at the
Department of Energy's Environmental Management Project in Fernald,
Hamilton County, Ohio. The scope of work shall include, but not to be
limited to: furnish and erect a new domestic and fire protection water
storage tank, to include a new pumping station. The D&D of the
Maintenance/Tank Farm Complex scope consists of structures 12A, 12D,
19A, 19C, 19D, and 19E. FDF may exercise unilateral options to have the
Contractor perform D&D of additional structures: 12B, 12C, 24B, 38A,
38B, 20H, 64, 65, Locomotive and Pipe Racks. The contractor shall
provide all personnel, supervision, facilities, equipment, material,
supplies and services to perform this contract. The activities for the
water storage tank include, but are not limited to, the design and
installation of a 400,000 gallon water storage tank and skid mounted
pump station; excavation, forming and placing concrete footings for
water tank and pump facilities; excavation of trench and installation
of a 6" water supply line, 12" FQ1 Fire line, 6" storm sewer line and
4" drain line; installation of electrical power feed from existing
utility pole to pump station; installation of a blacktop drive from
parking lot to pump station, final grading, raking and seeding of the
construction area. The D&D work shall include surface decontamination
as needed, dismantlement, segregation, cutting, containerizing, all
interior components, all Asbestos Containing Material (ACM), all
non-salvageable interior equipment, all exterior equipment, and
above-grade masonry concrete. Dismantlement work includes the removal
of all above-grade items; i.e., buildings, utility poles, light poles,
pipe racks, and fencing. Below-grade dismantlement is not included,
except for removal of accessible piping contained in building trenches,
pits and sumps. The D&D work shall include the safe containment of any
residual process (Hold-up) material found during performance of this
Work. Portions of the project will be performed in a radiological
contaminated environment, appropriate precautions shall be taken to
contain and prevent the spread of contamination. Fixed and loose
radiological contamination is known to exist. The successful contractor
will be required to comply with the terms and conditions of the FEMP
Site Project Labor Agreement for Union Construction Labor Forces. To be
qualified to submit a proposal and receive award for this work, a
prospective offeror must: (A) provide a list of all contracts meeting
Criteria 1 through 6 whether successfully performed or not. The list
shall include (a) type of job (brief description of work performed),
(b) location, (c) point of contact and telephone number for the project
owner, (d) dollar value of work performed by the prime contractor or
lower tier subcontractor, as applicable, and (e) identity of lower tier
subcontracts, where applicable. CRITERIA 1 -- Successful performance
(quality, technical and schedule) by the prime contractor of at least
one (1) federal government contract within the last five (5) years, in
which the prime contractor's contract amount was greater than $3
million and at least 30% of the work was performed directly by the
prime contractor. CRITERIA 2 -- Successful performance (quality,
technical and schedule) by the prime contractor of single or multiple
contracts in remedial de-construction/demolition work, in the last five
(5) years, on projects governed by OSHA/CERCLA or OSHA/RCRA in which
the aggregate prime contractor's contract value was greater than $3
million and at least 30% of the work was performed directly by the
prime contractor. CRITERIA 3 -- Successful performance (quality,
technical and schedule) by the prime contractor or the named lower tier
subcontractor of asbestos abatement over the past five (5) years withan
aggregate value greater than $3 million. At least one (1) abatement
project must have been performed in exposed height conditions greater
than 30 feet. (Identify on list submitted.) This work must have been
performed directly by the prime contractor or the named subcontractor.
